New Mexico has a stormy gaming history. When the IGRA was signed by the House in Nineteen Eighty Nine, it seemed like New Mexico might be one of the states to cash in on the Native casino craze. Politics guaranteed that would not be the situation.
The New Mexico governor Bruce King appointed a working group in 1990 to create an accord with New Mexico Amerindian tribes. When the working group came to an agreement with two prominent local tribes a year later, Governor King refused to sign the bargain. He held up a deal until Nineteen Ninety Four.
When a new governor took over in 1995, it appeared that American Indian wagering in New Mexico was now a certainty. But when the new Governor passed the contract with the American Indian tribes, anti-gaming groups were able to hold the accord up in courts. A New Mexico court found that the Governor had overstepped his bounds in signing a deal, thus denying the government of New Mexico many hundreds of thousands of dollars in licensing revenues over the next several years.
It required the CNA, passed by the New Mexico legislature, to get the process moving on a full accord amongst the Government of New Mexico and its Indian tribes. Ten years had been squandered for gaming in New Mexico, which includes American Indian casino Bingo.
The non-profit Bingo business has gotten bigger from Nineteen Ninety-Nine. In that year, New Mexico charity game operators acquired just $3,048 in revenues. That climbed to $725,150 in 2000, and exceeded one million dollars in revenues in 2001. Nonprofit Bingo revenues have increased constantly since that time. Two Thousand and Five saw the greatest year, with $1,233,289 earned by the operators.
Bingo is clearly popular in New Mexico. All kinds of operators try for a piece of the action. Hopefully, the politicos are done batting around gambling as a hot button issue like they did back in the 90’s. That is without doubt hopeful thinking.
