New Mexico has a complex gambling background. When the IGRA was passed by the House in 1989, it looked like New Mexico would be one of the states to get on the American Indian casino bandwagon. Politics guaranteed that wouldn’t be the situation.
The New Mexico governor Bruce King assembled a working group in 1990 to discuss a contract with New Mexico American Indian bands. When the working group arrived at an agreement with two prominent local tribes a year later, the Governor refused to sign the agreement. He would hold up a deal until 1994.
When a new governor took over in Nineteen Ninety Five, it appeared that Amerindian betting in New Mexico was now a certainty. But when Governor Gary Johnson passed the accord with the American Indian bands, anti-gaming forces were able to hold the contract up in the courts. A New Mexico court ruled that the Governor had overstepped his bounds in signing the accord, therefore costing the state of New Mexico hundreds of thousands of dollars in licensing fees over the next several years.
It took the CNA, signed by the New Mexico house, to get the process moving on a full accord amongst the State of New Mexico and its Indian tribes. A decade had been burned for gambling in New Mexico, which includes American Indian casino Bingo.
The nonprofit Bingo business has grown since Nineteen Ninety-Nine. That year, New Mexico non-profit game owners acquired just $3,048 in revenues. This number grew to $725,150 in 2000, and surpassed a million dollars in revenues in 2001. Non-profit Bingo earnings have increased constantly since then. Two Thousand and Five saw the greatest year, with $1,233,289 grossed by the providers.
Bingo is certainly beloved in New Mexico. All types of owners try for a bit of the action. Hopefully, the politicos are done batting around gambling as a hot button factor like they did in the 90’s. That is without doubt wishful thinking.
