New Mexico has a complex gaming background. When the IGRA was signed by the House in 1989, it seemed like New Mexico would be one of the states to cash in on the Native casino bandwagon. Politics assured that wouldn’t be the situation.
The New Mexico governor Bruce King assembled a task force in Nineteen Ninety to create an accord with New Mexico Amerindian tribes. When the working group arrived at an agreement with 2 big local bands a year later, the Governor refused to sign the bargain. He would hold up a deal until 1994.
When a new governor took office in Nineteen Ninety Five, it seemed that Amerindian betting in New Mexico was now a certainty. But when the new Governor signed the contract with the Amerindian tribes, anti-gambling forces were able to hold the deal up in courts. A New Mexico court ruled that Governor Johnson had out stepped his bounds in signing a deal, thus denying the government of New Mexico hundreds of thousands of dollars in licensing fees over the next several years.
It took the Compact Negotiation Act, passed by the New Mexico legislature, to get the process moving on a full contract amongst the State of New Mexico and its Amerindian tribes. A decade had been squandered for gambling in New Mexico, including Indian casino Bingo.
The not for profit Bingo industry has gotten bigger from 1999. In that year, New Mexico charity game owners acquired only $3,048. That climbed to $725,150 in 2000, and passed a million dollars in revenues in 2001. Nonprofit Bingo earnings have increased steadily since that time. 2005 witnessed the largest year, with $1,233,289 grossed by the providers.
Bingo is apparently popular in New Mexico. All sorts of operators look for a slice of the action. With hope, the politicos are through batting over gaming as an important issue like they did in the 90’s. That is most likely wishful thinking.
